What Are Building Regulations and When Do I Need Them?

Building Regulations are a set of minimum technical standards that apply to most building work in England. They are separate from planning permission and are concerned with how a building is constructed rather than what it looks like or where it is built. This guide explains what Building Regulations cover and when they apply.

What Do Building Regulations Cover?

  • Structure — foundations, walls, floors, roofs and structural alterations must be designed and built to appropriate standards.
  • Fire safety — means of escape, fire-resistant construction and fire detection.
  • Thermal insulation — minimum energy efficiency standards for walls, roofs, floors and windows.
  • Ventilation — adequate ventilation for habitable rooms, kitchens, bathrooms and roof spaces.
  • Drainage — foul and surface water drainage systems.
  • Electrical safety — fixed electrical installations must comply with Part P of the Building Regulations.
  • Accessibility — certain buildings must meet accessibility requirements.
  • Sound insulation — in some circumstances, sound insulation between rooms or dwellings is required.

When Are Building Regulations Required?

Building Regulations apply to most building work, including:

  • All extensions, regardless of size.
  • Loft conversions.
  • New buildings.
  • Structural alterations (removing walls, installing beams).
  • New bathrooms or kitchens involving drainage or electrical work.
  • Replacement windows and doors (in most cases).
  • New heating systems.
  • Electrical work (in most cases).

How to Get Building Regulations Approval

There are two main routes: a Full Plans application (where detailed drawings are submitted and approved before work starts) or a Building Notice (where work can start more quickly but without prior approval of drawings). For most extensions and loft conversions, a Full Plans application is recommended as it provides greater certainty.
